The chance that member's can generate exp

This configuration changes the rate at which members are able to get exp. Min rate is 1 and max rate is 1.

How this basically works is at 100 every message grants 1 exp, at 50 about every other message grants exp, and at 25 every 4th message grants 1 exp

This configuration attempts to helps reduce spam. Members don't want to spam if it's not going to fully work
